Ishitar is one of the largest nations by land-mass. It is well known for having an abundance of natural resources, including several that are exclusively found within the nation such as YitarCal. For it’s size there are significantly fewer cities and provinces. Likewise the population tends to be more spread out, and besides the capital city, most other cities are quite rural. The provinces mostly align with either religious divides (Zarathem, Aeytr, etc), or industry (mines, farmland, tourism, etc.).

Commissioners & Ministers
The monarch of Ishitar is primarily a ceremonial position. There is essentially no power they hold beyond being a spokesperson for the country. The setup of Ishitar is complicated due to the restructuring after the rebellion, including several ministers added to address specific issues from prior administrations (Such as workplace safety, and religious affairs):

While Ishitar has commissioners, in the case of foreign affairs, and justice, the “ministers” actually hold the power as the Head Honorable Justice and Head Honorable General respectively. In the case of legislation and legal enforcement, it’s primarily handled by:
- The Head Court
- The highest court, the court adjudicates cases that have been appealed from lower courts. Essentially they are the final say on what the law is, and how it should be interpreted
- As the head of the justice system, the Head Honorable Justice (minister of justice) is the appointer of members to the head court. Members are granted status for life, and 16 members operate at a time. It is possible to resign, however most members are appointments until they die, when the Head Honorable Justice then gets to appoint a new member.
- In order for new interpretations of a law to be established, they must go through this system. Additionally the court can create new laws in cases where necessary
- For example if there is ambiguity as to whether a law legislating engine sound restrictions for cars should also apply to motorbikes then the Head Court would adjudicate it, and update the existing language of the law
- Chamber of chancellors
- The primary legislature that tends to write new laws
- Chancellors are voted on, and there are chancellor seats awarded to each province based on population
- Once the proposal for a law is drafted it goes through a review process that requires %60 of chancellors to agree, once they have agreed the commissioner of justice must then sign off on the bill, and provide a plan to the Minister of Law Enforcement for rollout

Ishitar Rebellion
During the reign of Dah’Rem the nation was dubbed Abra’Hem after the first king, and capital was Ali’Ayara named after his daughter. These two titles were passed down from generation to generation. Due to the growing conflict within the boarders it was decided Ishitar would be it’s “own nation”, however most consider this to be untrue. Most decisions directly aligned with Dah’Rem, and it’s been posited by most historians that Abra’Hem was a puppet put in place to help stow the inevitable rebellion. Many historians argue there were “3 strikes” that lead to the rebellion.
Strike 1 - Schools
The first “strike” was the mandatory teaching of Zarathem in schools. Ishitar itself was a minority Zarathem country, with various other religious groups active. The choice sparked outrage, leading to the temporary closure of many schools for months. This caused a general economic downturn as many parents were now forced to stay home with their kids, or have to pay the skyrocketing cost for childcare.
Strike 2 - Kliever
With the introduction of The Kliever model, many were expecting a more democratic system. Once the initial restructuring was complete, it was fundamentally the same system as it was prior to the Kliever model. Many took this as a sign of the government’s refusal to seed power, and to retain the status quo. Calls for the current Abra’Hem to step down, and to allow for a more democratic system were met with strong force. Dozens of journalists were arrested for “treason” after publishing negative articles about the Abra’Hem.
Strike 3 - Famine
During a locust-induced famine in Dah’Rem, the current Abra’Hem was selling the majority of the countries produce at a loss to them. There was a protest-turned-riot lead by Ishitar Demostas, who was summarily executed. Ishitar himself was a staple in the community, and became a martyr for the movement.
Following the execution there were riots in the street, and the military eventually turned on the government. The current Abra’Hem fled to Dah’Rem to avoid capture, and the government was restructured into the current form.
